Purpose

The UC Santa Cruz Audit, Compliance, Ethics and Risk Committee (ACER) assists Audit and Management Advisory Services by helping to ensure that its objectives and goals support those of UCSC and the University of California.

Background

The UC system’s 2021 Internal Audit Manual (section 2500, pp 37-44) provides instructions about the purpose, charter and scope of the Local Audit Oversight committee. The manual states that: “The scope of the audit oversight committees’ function and perspective may be expanded locally to include external audit coordination matters, compliance matters and the control and accountability initiatives of the controllers, or these matters may be separate.” The most important role the audit oversight committee plays in the formulation of the audit plan is assistance in risk identification. A significant portion of each meeting is devoted to discussion of risk issues facing the University and the location.
